Robert Barge III and Jessica Rivera have been promoted at Allstate Insurance Co.

Barge was elevated to field vice president of property and casualty operations in California as part of a nationwide realignment of the property and casualty operations. He previously was vice president of the Northern California region, which this year merged with the Southern California region.

Rivera was promoted to assistant field vice president for California and is responsible for ethnic marketing. Rivera was most recently a director in field administration working out of Allstate’s Chicago office.

ACCOUNTING

John Mellas has joined the accounting house Perry-Smith LLP as an audit manager in the education and government practice. Mellas is responsible for management of audit and consulting engagements for community colleges, school districts, joint powers authorities and other governmental clients. Mellas is a certified public accountant with 14 years’ experience in planning and execution of audit plans for a range of governmental agencies and departments. He previously was an auditor in the California controller’s office.

EMPLOYMENT DEVELOPMENT

Nancy Crooks and Marilyn Nelson have joined the executive recruitment firm of Wilcox, Miner & George.

Crooks was named administrator and has duties that include accounting, information technology oversight and benefits administration. She is a former vice president of finance and administration for the Animal Protection Institute, a controller for the Boy Scouts of America, and a database software consultant.

Despite Possible Phaseout of Estate Tax

If the proposed legislation that would phase out the federal estate tax over the next 10 years becomes law, what will estate planners do?

That is the question facing lawyers who have dedicated their careers to understanding the estate tax rules and to devising strategies to help their clients reduce those taxes.

Though unlikely to survive President Clinton’s expected veto, a strong possibility exists that estate tax repeal will become a reality if George W. Bush is elected in November. If Al Gore is elected, though, he can be expected to veto estate tax repeal as well. However, if this fall’s election reconstitutes Congress, a Gore veto might be overridden and estate tax repeal would become a reality.

If the estate and gift tax laws are eliminated, estate planners will need to rethink their practices to continue to be viable members of the legal community.

IRS searches local law office

Agents take documents, but IRS won’t say who investigation targets

Agents from the Internal Revenue Service searched a downtown Charleston law firm and at least two other businesses last week as part of a criminal investigation, according to the agency.

No arrests have been made, and other than confirming the searches took place last Wednesday, the IRS released no further information this week.

Witnesses said more than a dozen agents from the IRS Criminal Investigation Division visited the offices of the law firm Kachmarsky & Taylor at 171 Church St., near Cumberland Street, in the Franke Building. At the same time, a spokesperson said, the IRS also searched a business on Red Bank Road in Goose Creek, a residence on State Road in Summerville and an office on Main Street in downtown Columbia.

The IRS referred all questions to Assistant U.S. Attorney Rhett DeHart, who declined to comment because all court records in the matter remained sealed.

Charleston defense lawyer Andy Savage, who represents David Glenn Taylor, a partner in Kachmarsky & Taylor, said a search warrant was issued at the firm’s office and documents were taken. That “doesn’t mean he is the target of the inquiry,” Savage said Wednesday. The law office has not shut down, Savage said.

John Kachmarsky, who is Taylor’s law partner, could not be reached for comment Wednesday. An attempt to contact his attorney late Wednesday afternoon was unsuccessful.
